What-Why-How-What If Proposal

当我将注意力放在我的家乡温州,并发现其隐藏的城市文化价值后,我提出了以下研究问题:

小型制造业城市如何探索其在艺术与人文项目发展中的机遇?——温州市案例研究

自 20 世纪 80 年代中国实行市场经济以来,温州市政府和私营企业的发展主要集中在工业领域,而温州丰富的历史文化资产却逐渐被市民遗忘。

在缺乏政策和资金支持的情况下,温州具有人文艺术背景的职场人和毕业生倾向于向周边重视他们工作的城市流动。这种人口流动加剧了城市间的不平衡,进一步抑制了温州在文化艺术领域的发展潜力。

为解决这一问题,我的初步设想是建立一个网上非营利性的群众档案库,邀请全体市民参与温州文化数据库的建设。以一个独立的网站为载体,接收和记录群众来稿。这样一个网上档案馆不仅可以汇聚文化探索的大众智慧,还可以为公众提供便捷的数据库访问途径。

干预行动将随着研究的不断发展而持续进行,包括三个阶段:

第一阶段的重点是网站的建立,将于 6 月中旬结束。二手研究将同步进行,包括重要历史文化事件的收集以及温州产业结构变化的分析。在此基础上,将初步构建网站的逻辑框架和视觉风格。同时,我将开始与相关产业的专业人士建立联系,就不同领域中可能存在的潜在机会展开讨论。

第二阶段将集中于丰富档案库和推广在线大众档案,计划在 6 月底和 7 月进行。第一阶段所做的研究以及与专业人士的对话将为在线档案的早期输入提供支持。在此基础上,网站将通过线上和线下渠道进行宣传,以吸引市民参与到归档过程中来。

第三阶段旨在优化干预措施并测试其可持续性,于 8 月开始。我将根据第二阶段收集到的反馈意见,加紧完善档案数据库,并继续运营网站。

如果我能成为温州发展艺术和人文相关产业的促进者,这不仅能帮助温州找到更多刺激经济、创造更多就业机会的途径,还能增强市民的文化认同感。同时,还可以进一步检验这些做法是否适用于中国甚至世界上其他以制造业为主的小城市。




To concentrate on my concerns for my hometown Wenzhou and the discovery of its hidden cultural values within an urban theme, I generated my research question as below:

How can small manufacture-based cities explore their opportunities in the development of arts and humanities projects? — a case study of Wenzhou city in China

Since the implementation of the market economy in China in the 1980s, the municipal government and private businesses of Wenzhou have focused their plans for economic development mainly on the industrial sector, whereas the rich historical and cultural assets of Wenzhou are gradually forgotten by citizens.

With the lack of policy and financial support, workers and graduates with arts and humanities background in Wenzhou are inclined to move to neighboring cities that value their jobs. Such population movements exacerbate the imbalance between cities and further suppress Wenzhou’s potential in development of arts and cultural sectors.

In tackling the issue, my preliminary thought is to launch an online non-profit mass archive which invites all citizens to participate in the construction of cultural database of Wenzhou. An independent website will be built as a carrier in receiving and documenting manuscripts from the public. Such an online archive can not only converge mass intelligence of cultural explorations but provide the public with an easy access to the database.

Interventions will develop continuously with the research composed of three phases:

Phase one focuses on the setup of the website, which will end by mid-June. Secondary research will be conducted synchronously, which includes the collection of important historical cultural events as well as the analysis of changes in industrial structure in Wenzhou. Based on the information, the logical framework and visual style for the website will be built initially. Meanwhile, I will start building network with professionals in leading industries to generate discussions on unexpected potential opportunities in different fields.

Phase two will concentrate on the content enrichment and promotion of online mass archive, which is scheduled in late June and July. Research done in the phase one and scheduled conversations with professionals will support early-stage input to the online archive. With such a foundation, the website will them be publicized through online and offline channels to attract citizens to take part in archiving process.

Phase three aims at optimizing the intervention and testing its sustainability, which will start in August. I will intensely improve the archive database according to feedback collected in phase two and keep operating the website.

If I could work as a facilitator to Wenzhou’s development of industries related to arts and humanities, it might not only help the city find additional ways to stimulate its economy and generate more job opportunities, but also enhance the cultural identity of citizens. Meanwhile, it would be possible to further test the applicability of practices to other small manufacture- based cities in China or even throughout the world.
